International Congress «Criminalistics and Forensic Expertology: Science, Studies, Practice»

On 19-21 September 2019 in Representative Palace of Lithuanian Armed Forces «Ramovè» (Kaunas, Lithuania) was held XV International Congress «Criminalistics and Forensic Expertology: Science, Studies, Practice». The congress was organized by Criminalists Association of Lithuania, Forensic Science Centre of the Ministry of Justice of Lithuania and Mykolas Romeris University. About 140 participants from Azerbaijan, Belarussia, Czechia,  Estonia, Germany, Greece, Italy, Kazakhastan, Latvia, Lithuania, Poland, Russia, Slovakia, Switzerland, UK, Ukraine and USA attended the congress. Scientific reports with presentations have been published in congress collection (in 2 vol.).

The congress programme included thematic panels: 1) Innovative methods in didactics of criminalistics and forensic expertology; 2) Special knowledge as measure for implementation of modern scientific achievement into legal proceedings; 3) Perspectives of polygraph and psychophysiological investigations – legal regulation and practices; 4) Modern digital technologies in criminalistics and forensic science – digitalisation of the procedures; 5) Peculiarities of modern methods of criminalistics; 6) Modern tactics of criminalistics – novelties of subjects; 7) Tactics of criminalistics – strategy of criminalistics – politics of criminalistics? 8) Perspectives of common international scientific programmes – time is short; 9) Classical theory of criminalistics and modern practices.

On 19 September 2019 the congress was opened by musical performance of Lithuanian Armed Forces Orchestra. Also congress was opened with the remarks of inviting guests: Prof. Dr. Inga Žalėnienė (President of Mykolas Romeris University); Dr. Giedrius Mozūraitis (Director of Forensic Science Centre of the Ministry of Justice of Lithuania) and Prof. Dr. Snieguolė Matulienė (Head of Criminalists Association of Lithuania).

Prof. Habil. Dr. Valery Shepitko (President of International Criminslists Congress) awarded Prof. Dr. Snieguolė Matulienė (Head of Criminalists Association of Lithuania) by «Herbert Manns Silver Medal» for «Outstanding Public Service in Criminalistics Development and Popularization». International congress worked in plenary sessions’. The first day of the Congress (19 September) included only one session. 1st session of the Congress was chaired by Prof. Habil. The first day of the congress was finished by discussions on scientific reports topics. Special attention was paid to rapprochement of National and International Non-Governmental Organizations – Lithuanian, Polish and Ukrainian Criminalists Associations. As s result of this activity it was considered constitutive documents of European Network of Criminalists Associations (with headquarters in Vilnius, Lithuania). German Association of Criminalistics was interested in this uniting. First day of the Congress finished by gala dinner.

International congress during second day of the event were included discussions after sessions, breaks to coffee and lunch. Second day of the Congress was closed by gala dinner, where participants had possibility to have talks in an informal meeting.

The third day (21 September) included two sessions. This part of the con- ference was chaired by Prof. Dr. Vera Kalvodovắ (Czechia), Assoc. Prof. Dr. Andrej Gorbatkov (Lithuania) – during 6th session and Prof. Dr. Jozef Metenko (Slovakia), Assoc. Prof. Dr. Gabriele Juodkaitė-Granskienė (Lithuania) – during 7th session. The most active participants took part in the final discussions of the conference. The conference was closed by summarizing of this event. During the conference closing, participations are decided to hold next International соngress “Criminalistics and Forensic Expertology: Science, Studies, Practice” in Bratislava, Slovakia (September, 2020).
